Kaduna – Governor Uba Sani of Kaduna State has presented a proposed budget of N790 billion for the year 2025, prioritizing critical sectors such as infrastructure, human capital development, security, and agriculture.
While presenting the draft budget at the Kaduna State House of Assembly on Monday, the Governor emphasized a conservative yet strategic approach to resource allocation, given the prevailing financial challenges.
The 2025 budget allocates N553 billion for Capital Expenditure and N237 billion for Recurrent Expenditure. Governor Sani stated, “The capital allocation reflects our continued focus on infrastructure, particularly in rural roads, healthcare, education, and housing projects. We are focused on projects that will have a lasting economic impact on our citizens.”
Of the total budget, N206.6 billion (26.14%) is allocated to education, aimed at funding new schools, rehabilitating existing ones, recruiting and training teachers, and providing learning materials.
The Health sector receives N127 billion (16.07%) to upgrade healthcare facilities, procure medical equipment, and expand mobile healthcare services, ensuring access to quality healthcare across communities.
N106 billion (13.14%) is earmarked for infrastructure development, including the completion of ongoing road projects, rural electrification, water supply, and other critical public works. Agriculture receives N74 billion (9.36%), with plans to invest in agricultural innovation, support smallholder farmers, promote agro-processing, and expand irrigation projects.
The security sector is allocated N11.2 billion to enhance the capacity of state security agencies, procure equipment, and support community policing efforts.
Social Welfare is allocated N9.8 billion (1.24%) to expand social safety nets, including support for the elderly, women, and children, as well as other interventions targeting the vulnerable.
Governor Sani described the 2025 budget as a bold commitment to the future of Kaduna State, aiming to drive inclusive development, create jobs, improve infrastructure, and invest in the state’s people. He emphasized that the budget was shaped through extensive consultations with the public to reflect their aspirations and concerns.

The Governor thanked the legislators and stakeholders for their support, urging the House of Assembly to provide the necessary backing for the budget’s implementation. “The 2025 fiscal year will be a year of transformation, and with your cooperation, we will continue to make Kaduna State a place where everyone has the opportunity to thrive,” he added.
Governor Sani also highlighted achievements in 2024, including the recruitment and training of 7,000 personnel for the Kaduna Vigilance Service (KADVS) to enhance security, as well as the distribution of 150 security vehicles and 500 patrol motorcycles. His administration also established a forensic laboratory and training center.
The Governor reported significant progress in conflict-impacted areas such as Birnin Gwari, Chikun, Giwa, Igabi, Kachia, Kajuru, and Kagarko LGAs, with peace returning to Birnin Gwari and the reopening of the Kara Livestock Market.
In the housing sector, the state has partnered with local and international investors to address the housing deficit. The development of 300 housing units at Millennium City, Kaduna, and the near-completion of mass housing for the less privileged at Kaduna Economic City are notable achievements.
Governor Sani also disclosed that his government has attracted over $503 million in investments, including the construction of a Soya Bean Oil Refining Plant by Sunagrow International Oil Ltd, the Kaduna Agri-Market System Initiative by StarAgric West Africa Ltd, and the Ming Xing Lithium Processing Plant. Additionally, the government is finalizing the Special Agricultural Processing Zone (SAPZ) in partnership with the African Development Bank (AfDB).
The Governor emphasized that his administration has supported over 8,600 micro and nano businesses through grants, as well as empowered 4,912 underserved women in the A Kori Talauchi program. He also highlighted the distribution of palliatives, including rice, maize, and N4.2 billion in cash, to support the less privileged, as well as relief materials for over 40,000 internally displaced persons.
Through these efforts, Governor Sani reaffirmed his commitment to building a safer, more prosperous, and equitable Kaduna State.
